The history of Tosyali-SULB started with a simple but ambitious idea. Libya can build more of its industrial future at home, and steel can be an important part of that future.

The partnership between Libya United Steel Company and Tosyali brings together local knowledge and ambition with international experience in iron and steel production. From that partnership, Tosyali-SULB emerged, along with plans for a major new iron and steel complex in Benghazi.

The project is based on direct reduced iron production. The complex is being developed as a modern industrial operation, combining the production facilities, infrastructure, technology and the supporting systems needed to turn raw materials to products that can serve a growing steel industry.

But Tosyali-SULB is more than simply building a plant. The broader vision is to develop new industrial capacity in Libya and establish an operation with long-term growth potential. That means investing not only in facilities and equipment, but also in the people, technical knowledge and experience necessary to operate them.

Since 2026, the project has progressed from foundations and infrastructure to significant structural work. Across the site, steel structures are going up, concrete work continues and different parts of the complex are beginning to take shape.

For Tosyali-SULB, people are a crucial part of the future. Modern industrial facilities depend on technology, but they also depend on the people who know how to build, operate and maintain them.

The company’s mission is closely tied to that long-term vision. Tosyali-SULB aims to develop modern iron and steel production in Libya, to increase local industrial capacity and build an operation that can meet demand within the country while connecting Libyan production with opportunities beyond the domestic market.

And while the future vision is important, much of the story is already visible.

In Benghazi, that vision is already taking shape. Various elements of the complex are coming together as Tosyali-SULB is becoming the industrial operation it was created to be, combining production, technology, infrastructure and the people who will ultimately make it work.

What’s taking shape today will eventually become part of the company’s daily operations. The focus will shift from the development of the complex to iron and steel production, building technical experience and establishing Tosyali-SULB’s place within Libya’s industrial sector.

The company is still at the beginning of its story, but its direction is clear. It is using Libyan skills and international experience to build new steel production in Benghazi and to establish an industrial operation for the years ahead.

There will be many milestones along the way and this website will follow that journey as it happens, from the people and technology behind the project to construction progress and, eventually, production.

For now, Tosyali-SULB is laying the groundwork for what it will become – a modern steel company with its roots in Libya, connected to the wider world and looking ahead to what’s comes next.
